A quick guide for Desert Bloom Academy families applying for — or transferring — New Mexico ECECD Child Care Assistance.

1Complete & Submit Your Application

Make sure your Child Care Assistance Application is filled out in full, signed, and dated before submitting it. ECECD may also ask for supporting documentation to determine your eligibility.

If your family currently receives Child Care Assistance with another provider and wants to transfer to Desert Bloom Academy, we can accept:

A Notice of Action, when applicable
A completed Change Report / provider-change document showing you've requested the change — view or print the Change Report form

New Mexico rules require families to notify ECECD and their current provider at least 14 days before changing providers. Without that notice, your family may be responsible for payment to the new provider until payment to the previous provider ends.

A Request to Our Community

“Families always retain the right to select the child care provider that best meets their family’s needs. However, if your child is currently enrolled elsewhere and receiving consistent, appropriate care, we respectfully encourage you to consider transferring providers only when the change is truly needed, or Desert Bloom Academy is a substantially better fit for your family.”

As a newly opened program, we're working hard to keep available placements accessible to Las Cruces families who currently have no child care and urgently need it to work, attend school, or support their families. This doesn't stop any family from choosing Desert Bloom Academy — we simply ask our community to be thoughtful about capacity, so together we can reach families facing the greatest barriers to care.

3After You Submit Your Paperwork

Stay in touch with your ECECD caseworker and respond quickly if more documentation is requested. Once everything required has been received, ECECD must process the application within 10 working days — if anything is missing, they'll let you know what's needed.

When you receive your Notice of Action, placement information, approval, or any other Child Care Assistance documentation, please send Desert Bloom Academy a copy as soon as possible so our team can complete your enrollment and billing.

Welcome to Desert Bloom Academy. This packet is designed to collect the family, health, emergency, feeding, and authorization information needed to provide safe, responsive, individualized care for infants and toddlers.

Before Your Child’s First Day

□Complete and sign all applicable sections of this packet.

□Provide an up-to-date immunization record or an approved public-health exemption.

□Provide at least two local emergency contacts and a current authorized-pickup list.

□Complete emergency transportation and medical treatment authorization.

□Provide information about allergies, medical conditions, medications, special health needs, and any applicable care plans.

□Complete the infant/toddler care routine and feeding plan so educators can follow your child’s individual patterns.

□Complete CACFP / food program forms and any required meal-modification documentation, as applicable.

□Complete your Desert Bloom / Brightwheel enrollment profile and sign the Universal Child Care Enrollment & Services Agreement.

□Review the Desert Bloom Academy Family Handbook and sign the handbook acknowledgment.

□Provide legal/custody documents when applicable (for example: guardianship, restraining orders, powers of attorney, or court orders).

Universal Child Care Enrollment Requirement

• Enrollment requires an active ECECD Universal Child Care / Child Care Assistance authorization naming Desert Bloom Academy LLC d/b/a Desert Bloom Academy (“Desert Bloom”) as the provider. An authorization may include an active placement agreement or other written ECECD authorization, including presumptive eligibility when applicable.

• Desert Bloom does not offer private-pay or self-pay enrollment for this infant/toddler program. Charges for ECECD-authorized care are governed by ECECD and the Universal Child Care Enrollment & Services Agreement.

• Care may begin on or after the effective date of an ECECD authorization naming Desert Bloom as the provider. Desert Bloom does not provide a self-pay “bridge” while authorization is absent, pending, expired, closed, or assigned to another provider.

• Families must promptly complete required ECECD actions and notify both ECECD and Desert Bloom of changes that may affect authorization, the approved provider, or authorized care.

• The applicable ECECD authorization controls funding and approved care. New Mexico law, ECECD rules/directives, and licensing requirements control if they conflict with this packet or the Family Handbook.

MEDICATION & HEALTH AUTHORIZATION

Desert Bloom Medication Standard

• Medication is administered only with written parent/guardian permission and required written directions. Prescription medication requires prescriber directions; non-prescription medication requires parent/guardian instructions.

• Prescription and non-prescription medications must be in the original container, labeled for the child, and include the medication name, dosage, and administration schedule.

• A designated staff member documents the dosage, date, time, and staff signature when medication is administered; the parent/guardian acknowledges the record on the day medication is given.

• Expired medication will not be administered. Medication no longer needed will be returned to the family or disposed of according to center procedure.

• Sunscreen, insect repellent, and diaper cream are treated as non-prescription medication for authorization purposes under New Mexico child care rules.

Safe Sleep at Desert Bloom

• Each infant is provided an individual crib that meets applicable standards.

• Children under 12 months are placed on their backs to sleep unless a physician authorizes another arrangement in writing.

• Infants do not sleep in car seats, strollers, swings, bouncers, high chairs, playpens, pack-and-plays, or other equipment not intended/approved for sleep under New Mexico center requirements.

• No pillows are used in infant cribs. Desert Bloom’s infant sleep space is kept free of loose or unsafe items.

• Educators respect each infant’s individual pattern of feeding, sleeping, and waking while maintaining active supervision and required ratios.

Please Label Everything

Label clothing, bottles, cups, pacifiers, diapering supplies, creams, and any family-provided food with your child’s first and last name. Desert Bloom may ask families to replenish supplies before they run out.

UNIVERSAL CHILD CARE ENROLLMENT & SERVICES AGREEMENT

Universal Child Care Service & Cost Terms

New Mexico child care licensing requires the enrollment agreement to outline the services and costs provided by the facility. For ECECD-authorized care, Desert Bloom accepts the applicable ECECD reimbursement and does not independently charge private tuition, copayments, registration fees, educational or activity fees, supply fees, transportation fees, donations, or any other mandatory fee prohibited by ECECD for covered care.

LEGAL ACKNOWLEDGMENTS & SIGNATURE

Risk Acknowledgment, Family Representations & Limited Indemnity

□I understand that the legal provider and contracting party for this agreement is Desert Bloom Academy LLC, doing business as Desert Bloom Academy (“Desert Bloom”). I certify that the information I provide to Desert Bloom is complete and accurate. I will promptly disclose changes involving health, allergies, medication, custody, court orders, emergency contacts, authorized pickup, or ECECD authorization status.

□I understand that licensed group child care involves ordinary and sometimes unavoidable risks, including common childhood illness, minor bumps/falls, peer contact, and emergency events, even when reasonable supervision and safety procedures are followed. Desert Bloom does not guarantee an incident-free environment.

□To the fullest extent permitted by New Mexico law, I accept the ordinary risks inherent in lawful, age-appropriate group child care that are not caused by Desert Bloom’s negligence, reckless or intentional conduct, or violation of applicable law or licensing requirements.

□To the fullest extent permitted by New Mexico law, I agree to reimburse and indemnify Desert Bloom Academy LLC d/b/a Desert Bloom Academy, and its members/managers, employees, and agents, for third-party claims or losses proximately caused by my knowing material misrepresentation or failure to disclose required information, or by the wrongful acts of an individual I authorize during pickup, drop-off, or while on Desert Bloom premises, except to the extent caused by Desert Bloom’s negligence, unlawful conduct, or nonwaivable legal duty.

□Nothing in this agreement waives a right or remedy that cannot lawfully be waived, limits mandatory child-abuse/neglect reporting, limits a family’s right to contact ECECD or emergency authorities, or releases Desert Bloom Academy LLC d/b/a Desert Bloom Academy from duties imposed by New Mexico law, ECECD rules, or the facility license.

□If any provision of this agreement is determined unenforceable, the remaining provisions remain effective to the fullest extent permitted by law. New Mexico law governs this agreement.

I acknowledge that I have received or been provided access to the current Desert Bloom Academy Family Handbook. I understand that the handbook contains Desert Bloom’s program information, health and safety practices, family involvement expectations, guidance policy, emergency procedures, enrollment/disenrollment practices, Universal Child Care authorization/placement procedures, confidentiality expectations, and other center policies.

I have had the opportunity to ask questions. I agree to follow the current policies and understand that Desert Bloom will provide notice when the handbook is updated.

Compliance Note

This Desert Bloom packet is designed to support the child-record, emergency-information, medication, infant/toddler care, enrollment-agreement, and family-handbook documentation requirements applicable to New Mexico licensed child care centers. It must be used together with the current Desert Bloom Academy Family Handbook, the active ECECD Universal Child Care / Child Care Assistance authorization, CACFP forms, and any physician or legal documents required for an individual child. If this packet conflicts with applicable law, ECECD rules/directives, or an ECECD authorization, the controlling legal or ECECD requirement governs.
